Letter of Agreement

Atlanta ARTCC and Jacksonville ARTCC
Effective: October 11, 2008
SUBJECT: INTER-CENTER COORDINATION PROCEDURES
1. PURPOSE: This Agreement between the Virtual Atlanta ARTCC (vZTL) and Virtual Jacksonville ARTCC (vZJX) covers radar handoff and coordination procedures and is supplementary to the procedures in FAAO 7110.65.
2, DISCLOSURE: The Virtual Atlanta ARTCC and Virtual Jacksonville ARTCC are affiliated with the Virtual Air Traffic Simulation (VATSIM) network. The procedures outlined in this document may identically or closely resemble real world procedures; however, information in this document is intended exclusively for use in the VATSIM flight simulation environment and shall never be used for actual flight or air traffic control operations. The Virtual Atlanta and Virtual Jacksonville ARTCCs are not affiliated with the FAA or any of its dependencies.
3. CANCELLATION: Any previous agreements between the Virtual Atlanta ARTCC and the Virtual Jacksonville ARTCC are cancelled.
4. PROCEDURES:
A. ZTL Arrivals
1. Hartsfield-Jackson Atlanta International (ATL)
a. Aircraft crossing the ZJX/ZTL boundary west of J89 shall be routed via the HONIE STAR or LGC STAR.
b. Aircraft crossing the ZJX/ZTL boundary east of J89 shall be routed via the CANUK STAR or SINCA STAR.
c. All ATL landing traffic shall cross the ZJX/ZTL High boundary at or below FL340.
2. Atlanta Area Satellite Airports (PDK, FTY, MGE, RYY, LZU, VPC)
a. Aircraft crossing the ZJX/ZTL boundary west of J89 shall be routed via LGC.MIKEE STAR.
b. Aircraft crossing the ZJX/ZTL boundary east of J89 shall be routed via either; IRQ.TRBOW STAR or DBN.TRBOW STAR.
c. All ATL Terminal Area Satellite landing traffic shall cross the ZJX/ZTL High boundary at or below FL340.
3. Charlotte Douglas International (CLT)
a. All aircraft shall be routed via the HUSTN STAR or CTF STAR.
b. All turbojet aircraft shall enter CLT ATCT airspace at 11,000 feet and at a speed not to exceed 250 knots.
c. All turboprop aircraft shall enter CLT ATCT airspace at or below 10,000 feet.
4. Charlotte Area Satellite Airports (EQY, JQF, RUQ, UZA, EHO)
a. All aircraft shall be routed via the NASCR STAR or CTF STAR, as appropriate.
b. All aircraft shall enter CLT ATCT airspace at 12,000 feet and at a speed not to exceed 250 knots.
5. Birmingham International (BHM)
a. All landing traffic shall cross the ZJX/ZTL High boundary at or below FL340.
6. Columbus (CSG, Macon (MCN), and Montgomery (MGM) Area
a. All landing traffic shall cross the ZJX/ZTL Low boundary at or below FL230.
7. Greenville and Spartanburg Area (GSP, GMU, SPA, 7A1)
a. Aircraft crossing the ZJX/ZTL boundary north of IRQ VOR shall cross the ZJX/ZTL boundary at or below FL180.
B. ZJX Arrivals
1. Jacksonville International (JAX)
a. All aircraft shall be routed via the AMG STAR or SSI STAR.
b. All aircraft routed via the AMG STAR shall cross the ZJX/ZTL High boundary at or below FL310.
2. Orlando International (MCO)
a. All aircraft crossing the ZJX/ZTL boundary west of IRQ shall be routed via the LEESE, BUGGZ (RNAV), or PIGLT (RNAV) STAR.
b. All aircraft crossing the ZJX/ZTL boundary east of IRQ shall be routed via the BITHO or CWRLD (RNAV) STAR. All aircraft not filed via either STAR shall be routed via CAE..SAV..OMN.BITHO STAR.
3. Pensacola (PNS, NPA)
a. All landing traffic crossing the ZJX/ZTL boundary west of J73 shall cross the ZJX/ZTL boundary at or below FL240.
4. Columbia (CAE)
a. All landing traffic crossing the ZJX/ZTL boundary west of J47 shall be routed over IRQ VOR or the GRD VOR, then direct CAE VOR. All aircraft shall cross the ZJX/ZTL boundary at or below 15,000 feet.
b. All landing traffic crossing the ZJX/ZTL boundary east of J47 shall be routed over FML VOR then direct CAE VOR. All aircraft shall cross the ZJX/ZTL boundary at or below 12,000 feet.
5. Southwest Gerogia Regional (ABY)
a. All aircraft shall be routed via direct PZD.
b. All aircraft shall cross the ZJX/ZTL Low boundary at or below 12,000 feet.
6. Savannah (SAV)
a. All aircraft crossing the ZJX/ZTL boundary between J45 and J52 shall cross the ZJX/ZTL boundary at or below 15,000 feet.
5. GENERAL.
A. All aircraft are at 1X prior to initiating handoff requests.
B. Handoff requests are made at least 10nm prior to ARTCC boundary and may be initiated up to 50nm without prior ATC coordination.
C. Aircraft bound to the same airport or on the same route segment are separated by no less than 10nm (steady or increasing) unless further MIT separation is requested by vZTL or vZJX.
D. All aircraft are assigned a valid altitude or flight level for the direction of flight as dictated in 7110.65 4-5-2.
E. NORDO aircraft (not communicating via text or voice) are pointed out prior to crossing the appropriate ARTCC boundary.
F. Any deviations from preferred routes or any aforementioned route in this document shall be coordinated with vZTL or vZJX prior to crossing the appropriate ARTCC boundary.
G. Controllers shall modify all flight progress strips to reflect assigned altitude and route. Altitudes for crossing restrictions on descent shall be assigned using a Hard (F5) altitude function.
