Letter of Agreement

Atlanta ARTCC and Jacksonville ARTCC

Effective Date: April 20, 2006

  1. Purpose.
  2. This Letter of Agreement (LOA) outlines procedures to be used by the Jacksonville ARTCC (ZJX) and the Atlanta Center (ZTL).

  3. Cancellation.
  4. This cancels all previous LOAs between ZJX and ZTL.

  5. Scope.
  6. The provisions and procedures contained herein are supplemental to those contained in FAA Order 7110.65 and VATSIM/VATUSA policies/procedures.

  7. Procedures and Responsibilities.
    1. Both ZTL and ZJX shall:
      1. Ensure aircraft are proceeding at 1X sim rate prior to handoff, unless otherwise coordinated.
      2. Ensure that aircraft not otherwise descending along a standard arrival route (STAR) are maintaining an altitude, or are executing an instruction to maintain an altitude appropriate for their direction of flight.
      3. Ensure that the data in the data tag and flight strip represents the most current information.
    2. ZJX shall ensure that:
      1. Aircraft arriving at KATL from the southeast are routed via the CRG, VQQ, AMG, or DBN transitions of the SINCA or CANUK arrivals and are instructed to cross DBN at FL240.
      2. Aircraft arriving from the east and northeast are routed via the IRQ transitions of the SINCA or CANUK arrivals, and are instructed to cross IRQ no higher than FL300.
      3. Aircraft arriving at KATL from the southwest are routed via the MGM, SZW, or CTY transitions of the LGC arrival. or the MGM or CTY transitions of the HONIE arrival.
      4. Aircraft arriving at KCLT are routed via either the CHS or SAV transitions of the CTF arrival and are instructed to cross BOOZE as published for the arrival.
      5. Aircraft arriving at KBHM are routed direct VUZ.
      6. Any aircraft landing within the Montgomery, Macon, or Columbus TRACONs cross the ZJX-ZTL boundary no higher than 12k.
    3. ZTL shall ensure that:
      1. KABY arrivals shall be routed to PZD via direct or via an assigned heading. All aircraft arriving into KABY shall cross 30nm DME from PZD at or below 12,000 ft. MSL.
      2. KCAE area arrivals shall be routed to IRQ, or to GRD, or to FML, thence to CAE, via direct or via assigned headings. All aircraft arriving into the KCAE via IRQ or GRD shall cross IRQ or GRD at or below 17,000 ft. MSL. All aircraft arriving into the KCAE via FML shall cross the Columbia Approach-ZTL border at or below 12,000 ft. MSL.
      3. KJAX area arrivals shall be routed along the ALMA or SSI arrivals. All aircraft arriving into KJAX via the ALMA arrival or via AMG shall cross the ZTL-ZJX border at or below FL310.
      4. KMCO area arrivals shall be routed along the LEESE or BITHO arrivals.
      5. KSAV area arrivals shall be routed to SAV via direct or via an assigned heading, unless the filed flight plan for the aircraft contains waypoints within ZJX?s airspace prior to arrival at their destination. All aircraft arriving into KSAV from east of the line between DBN and AMG, and west of the line between IRQ and ALD shall cross the ZTL-ZJX border at or below 15,000 ft. MSL, as appropriate for their direction of flight.
      6. Any aircraft arriving into one of the specified airfields that is unable to accept routing via the specified STAR shall be instructed to proceed direct to the first fix or navaid on the appropriate arrival transition, and their flight strip will be updated appropriately, or ZTL will coordinate with ZJX.

        Centers with "03", "DZ", "06", and "DH" are for the "Epcot" center sector surrounding the KTPA/KMCO area. They should not be the recipients of handoffs from ZHU unless no other Jacksonville Center is available.
