Letter of Agreement

By and Between

Houston Oceanic and Jacksonville ARTCC

Effective Date: May 10, 2006

  1. Scope.
  2. This agreement will cover the procedures to ensure the safe and expeditious flow of traffic between the two affected ARTCCs.

  3. Cancellation.
  4. This agreement cancels all other agreements between the Houston Oceanic (ZHU Oceanic) and the Jacksonville ARTCC (ZJX), and the current agreement can only be cancelled with consent from both ATMs.

  5. Responsibility of Controllers.
    1. ZHU Oceanic Controllers will ensure:
      1. All aircraft on a similar route will have a minimum of 15 miles of spacing prior to crossing the mutual ARTCC boundary.
      2. All handoffs will be initiated no earlier than 60nm from the border and completed no less than 10nm from the border.
      3. All aircraft landing in ZJX points west of the MAI VOR will be assigned such an altitude to cross the mutual border at or below FL330.
      4. All other aircraft landing in ZJX or enroute aircraft will be allowed to cruise at their current direction-specific altitude.
    2. ZJX Controllers will ensure:
      1. All aircraft entering the Oceanic airspace will have 20nm spacing prior to crossing the border.
      2. All handoffs will be initiated no earlier than 60nm from the border and completed no less than 10nm from the border.

      Note: Although ZHU Oceanic will be operating as a non-radar environment, all handoffs will be completed using the ASRC radar handoff function.
