Jacksonville ARTCC Visiting Controller Policy
Purpose:
To provide guidance to ZJX ARTCC members and visiting controllers with regard to facility staffing and procedures.
Cancellation:
This document will remain in effect until it is updated, superseded, or cancelled by written confirmation of the ZJX ATM.
Applying for Visiting Controller Status
Controllers will be required to do the following:
- Have the ATM of their home ARTCC send an email to the ZJX ATM, advising that controller requesting Visiting Status is in good standing with their home ARTCC.
- Complete a rating competency checkout with a ZJX Instructor. Controllers should contact the Training Administrator to arrange this.
- Fill out the online form located on the ZJX website entitled "Request Visiting Controller Status" which is located on the left hand menu bar under the "ZJX Information" Menu.
- Agree to abide by all policies at ZJX.
If any of the above is not completed by the controller your application will not be approved. Controllers should be advised that ZJX staff will do their best to process the application within a ten day window.
Policy:

Visiting controllers are welcome to assist the ZJX ARTCC in heavy traffic periods and during special events. During these periods the assistance is often required and is greatly appreciated. Certain restrictions must be placed on these visitors to ensure that the ZJX Team retains the ability to control the fields it trains on.

Visiting controllers will be required to follow all current policies and procedures of the ZJX ARTCC. Failure to follow these procedures will result in removal of visitation privileges.

Visiting controllers will be permitted to staff positions as they demonstrate knowledge and ability to work the positions they choose.

Visiting controllers will not receive rating advancements or endorsements from the ZJX Training staff. Training on general controlling and promotion will remain the task of the visitors assigned ARTCC. Only training in local policy and procedure necessary to facilitate smooth operation of a position will be provided by the ZJX Training Staff.

Any visiting controller who conducts themselves in an unprofessional manner while controlling a ZJX position will be asked to leave. That visitors ARTCC ATM will be notified of the conduct and that controller banned from staffing ZJX positions for a period to be determined by the ZJX ATM. The responsibility for potential disciplinary action or referral for action will remain with the visitors assigned ARTCC ATM. ZJX retains the right to refer directly to a Supervisor at the time of the infraction any and all actions in violation of the VATSIM terms of service or current VATUSA policy.

Any visiting controller wishing to receive instruction on ZJX policy and procedure will review all information available on the website prior to contacting the Training Administrator for assistance. ZJX Instructors may be contacted by email using the links from the Controller roster section of the website. Upon acceptance as a visiting controller at ZJX the controller will receive an email from the ATM advising that they are able to staff minor fields at ZJX. Major Field at ZJX is KMCO. Visiting Controllers must complete the KMCO training before being allowed to staff KMCO. The controller should then contact the Training Administrator to receive training for KMCO. If ZJX staff determines that the controller is deficient in basic ATC abilities for their rating ZJX staff reserves the right to remove the controller from the visiting roster. Notification will be made to controllers home ARTCC of training deficiencies.

Controllers must be at least Student 1 (S1) rated to apply for visiting controller status at ZJX. Observation (OBS) controllers are required to be trained offline and this type of training is the home ARTCC's responsibility.

Visiting controllers that currently hold the rank of Staff Instructor (I-1) or Senior Instructor (I-3) at their respective ARTCC are reminded that they do not have instructor privileges at ZJX.

ZJX staff will monitor the activity of visiting controllers within ZJX. Online time will be checked quarterly for visiting controllers. If no controlling time is noted for the visiting controller within that quarter the controller will be emailed and asked of his or her intentions as a visiting controller with ZJX. If no reply is received within 14 days controller will be removed from visiting controller roster.
